PREFACE TO THE 2023 EDITION

The Student Handbook 2023 Revised Edition serves as a quick reference guide of every student upon admission until he/she graduates from his/her chosen field. It aims to acquaint all students about Northwestern University-its history and growth for the last eighty-seven (87) years, its institutional philosophy, vision, mission, objectives and core values and emphasizes on maintaining order and harmonious relationships among students, employees, and the University in general. It presents academic policies and guidelines, and opportunities for scholarships and financial assistance for students deserving of support; student affairs services and offices concerned; student organizations and activities; student rights and discipline; and other pertinent laws.
The chief purpose of the Student Handbook is to establish guidelines on the proper conduct of students as members of the Northwestern community. It further outlines responsibilities, obligations, and expectations for students necessary to ensure the success and stability of these policies, on one hand, and for a meaningful, productive campus life, on the other, geared towards the actualization of the University’s IPVMO. In sum, the Student Handbook is the principal document that defines and safeguards student rights and emphasizes the disciplining authority vested upon the University to correct misdeeds and implement these established policies.
Among the significant changes made and incorporated in the 2019 revised edition are as follows:
1. New IPVMO of the University is introduced;
2. New admission requirements with the full implementation of the K+12 curriculum requiring senior high school;
3. The present rating system approved and implemented in 2016 is now included herein;
4. Smoking, including e-cigarettes/vapes, is now made strictly prohibited and there are no designated areas allocated on campus based on the new law;
5. Student personnel services are now named student affairs services as per new CMO;
6. More stringent requirements for local off-campus trips and activities are also included;
7. New process in the approval of recognition of new and existing student organizations/interest clubs and grounds for revocation;
8. Freedom of religion and the free exercise thereof is a new inclusion;
9. New pertinent laws such as the Data Privacy Act of 2012, Anti-Photo and Video Voyeurism Act of 2010, Tobacco Regulations Act of 2003, and Anti-Violence against Women and Children are now included; and
10. Work processes in offices delivering student affairs services are updated in accord with the new ISO standards 9001:2015.

The Student Handbook 2023 Revised Edition is a collaborative effort of the members of the 2019 Student Handbook Committee and the different heads of offices charged with the delivery of student affairs services. It is hoped that it will effectively serve its purpose and further strengthen the relationships between and among the University and its stakeholders, most especially the students. May this serve as a guide for every student’s meaningful campus life until their graduation and join the world of professionals.
