GOVERNANCE (EFFICIENT AND EFFECTIVE)PREFERENCES FOR CAPABILITY-BUILDING AND ENHANCEMENT TRAININGS AMONG COOPERATIVE MEMBERS IN ILOCOS NORTE

ABSTRACT

The study aimed to determine the preferences of cooperative members for capability-building and enhancement programs. Specifically, it determined the profile of members; their attitude toward trainings and seminars; preferences as to topic, venue, duration, medium of instruction and method of training; and capability building and enhancement program as regards trainings and financial assistance. The descriptive method with questionnaire as the tool in gathering data was used.
Study revealed that majority of the respondents has not attended any training although they find trainings important to leaders. Topic preferences were Cooperative Management and Governance, Financial Management, and Basic Cooperative Course to be held within the barangay or municipality. The preferred duration of trainings was one day, preferred method of training, workshop and preferred medium of instruction and lecture, a mixture of Ilocano, English and Filipino. Majority of the officers claimed that they have funded training programs but the allocated amount which is Ten Thousand Pesos and below is not enough. Most of them did not receive financial assistance for attendance in trainings from LGU’s and NGO’s and those who received said that it is minimal. Considering the preferences and findings, it is clear that respondents are interested to undergo trainings for better cooperative management. However, their limited budget may hamper them to realize such.
Cooperatives should improve their capability-building programs and increase their budget. Accredited training providers should consider the training needs of cooperatives. LGU’s and NGO’s should put premium for assistance to capability-building programs of cooperatives.

GOVERNANCE (PEACE AND ORDER) CAUSES AND EFFECTS OF DRINKING LIQUOR: AN ANALYS

ABSTRACT

The major purpose of this study was to determine the different causes and effects of drinking liquor and to find out if these are associated with the profile variables.
The descriptive correlational method of research was used with the questionnaire as the tool in gathering the data. The data was analyzed and interpreted using frequency counts, weighted mean, and Pearson r correlation coefficient.
Most of the respondents were young adults, married, employed, college graduate, with monthly allowance and Roman Catholics.
The major causes of drinking liquor are curiosity, stressful lifestyle, and sense of belongingness. The major effects of drinking liquor are decrease in the performance of work or study, having been involved in a vehicular accident, and unable to finish education.
The results also revealed a significant correlation between occupation, educational attainment and religion on the physical/psychological and social/environmental causes of drinking liquor while age, civil status, educational attainment, monthly income, and religion are also significantly correlated with physical, psychological and social/environmental effects of drinking liquor.
Based on the findings, an action plan was developed to address the identified causes and effects.

ECONOMIC IMPACT OF THE TOURISM INDUSTRY IN METRO ILOCOS NORTE

ABSTRACT

This study determined the economic impact of the tourism industry in Metro Ilocos Norte.
The descriptive research design was employed using a survey questionnaire to gather data. The respondents consisted of the Tourism Officers of the different LGUs that comprise Metro Ilocos Norte namely Laoag City, San Nicolas, Batac City, Paoay, Currimao, and Badoc and barangay officials, officers of people’s organizations (POs), non-governmental organizations (NGOs), owners of businesses and local residents in the vicinity of the 4A’s of tourism.
Frequency count, percentage, and weighted mean were used to analyze and interpret the data.
The findings of the study showed that hotels are the most common accommodation in Metro Ilocos Norte. There are various attractions such as beaches, mountains, lakes, sand dunes, rivers and falls, churches, museums and monuments. Several amenities are also present such as amusement and recreation centers, massage and spa saloon, videoke bars, fitness gym and other indoor entertainments. In addition, there are souvenir shops, shopping centers, convenience stores, restaurants/fastfood stores/outlets. There are also several activities conducted such as Tan-ok Festival, Pamulinawen Festival, Damili Festival, Guling-Guling Festival, Empanada Festival, Dinaklisan Festival and La Virgen Milagrosa Festival. Lastly, in terms of accessibility, the modes of transportation are by air and land.
Regarding problems along the components of tourism, it was found out that there are some accommodations that are not DOT accredited; activities are very limited and that they are not year-round; and comfortable transport facilities in going to some tourist attractions are wanting.
Generally, the tourism industry created a high economic impact among the residents that contributed to employment opportunities, improvement of the living condition of the residents and new business opportunities.
The tourism industry in Metro Ilocos Norte improved the economic conditions of the residents; however, there are some aspects along the components of tourism that should be improved.

CONTINUOUS QUALITY IMPROVEMENT (CQI) OF THE MARIANO MARCOS MEMORIAL HOSPITAL AND MEDICAL CENTER

ABSTRACT

This study determined the root causes of identified areas of weaknesses in the procurement practice processes, and systems and processes of Mariano Marcos Memorial Hospital & Medical Center to propose Agency Procurement Compliance and Performance Indicator (APCPI) reforms for continuous quality improvement.
Results of the 2016 APCPI report of the Mariano Marcos Memorial Hospital and Medical Center were used to identify the areas of strengths and weaknesses.
The findings revealed that majority of the performances of compliance by the Procurement Section of the MMMH and MC to the APCPI indicators are organization- based which were attributed to its committed and capable procurement officers and staff supportive to an institutional framework of capacity building, records management, and defined procedures or standards within a Quality Management System under the ISO 9001:2015 standard. These same performances of compliance by the procurement section of the MMMH and MC provided strengths of its practices and process to the APCPI requirements.
The weaknesses on the practices and process of the Procurement Section of the MMMH and MC are with the restrictive requirements of the 2016 Revised Implementing Rules and Regulations of Republic Act no. 9184, otherwise known as the Government Procurement Reform Act.

HEALTH (HEALTH AND GOVERNANCE) A PHENOMENOLOGICAL INQUIRY ON TEENAGE PREGNANCY

ABSTRACT

This study explored and described the lived experiences of teenage pregnant mothers in Ilocos Norte. This study employed the qualitative research design of descriptive phenomenology.
The participants of this research study were selected through purposive sampling based on the following inclusion criteria: teenage mothers aged 13-19 years old and from the province of Ilocos Norte.
In gathering the relevant data, the researcher used semi-structured questionnaire with prompts. The interviews were audio-recorded, transcribed verbatim and transcriptions were reviewed for accuracy. In analyzing the data, Colaizzi 7-steps process was used.
The salient findings of the research study are summarized as follows: The main themes that emerged in the study were: (1) Burdens of a Teen-age Pregnant Mother; (2) Psychological Impacts; (3) Persistent Discomfort of Teenage Pregnancy; (4) Parental Reactions; (5) Perseverance for Dreams and Aspirations; (6) Diversionary Activities; and (7) Amazing Support Network.
The participants narrated different experiences that are not easy to narrate and yet it is an experience worth knowing and understanding. Furthermore, it is concluded that the teenage mothers experienced the love of the family and friends. Despite these difficult experiences, the mother experienced psychological impacts, and their dreams and aspirations of finishing an education continues to linger. Furthermore, the mothers in this research demonstrated maternal discomforts that is earlier than expected because of their being teenagers.

HEALTH (MOTHER AND CHILD) LIFE OF MOTHERS WITH PREMATURE BABIES OF APAYAO

ABSTRACT

This study explored and described the life of mothers with premature babies of Apayao. It involved mothers aged 25-50 years old who are born in the community and who are providing newborn care to premature infants who lived in the province of Apayao. This study was conducted for three months from February 2018 to April 2018. This study utilized the phenomenological inquiry.
The researcher was the main data collector in this phenomenological inquiry. The researcher played a major role in conducting the interviews. As the initiator of the interview, the researcher played an active role in making decisions about the progress of the interview.
The salient findings of the research study are summarized as follows: (1) The main themes that emerged in the study were: (1) The Love of the Mother; (2) Challenges of Having a Premature Baby; (3) Promotion and Maintenance of Health; (4) Mixed Feelings of Having a Premature Baby; (5) The Quality of Health Care Professionals; (6) Network Support; and (7) Faith and Hope.
The difficulty of mothers who gave birth to a premature baby is immeasurable. It is beyond comprehension and explanation. The participants narrated different experiences ranging from mixed feelings, to the difficulty of caring for them and some expressed positive effects of the medical condition. It is concluded that the mothers with premature babies experienced the love of the family and the love of God the Almighty, demonstrating their strong hope and faith. Mothers experienced quality health care from doctors, nurses and midwives in the care of the premature baby. They gained knowledge in promoting and maintaining their health and well-being.

SERVICE DELIVERY OUTCOMES ASSESSMENT OF BARANGAY OFFICIALS IN CARIBQUIB, BANNA, ILOCOS NORTE

ABSTRACT

The aim of the study was to determine the service delivery outcomes assessment of Barangay officials of Caribquib, Banna, Ilocos Norte.
In using the descriptive research design, a questionnaire was used to assess the service along Health, Social, Economic, Protective and Environment as well as the constraints encountered in the delivery of basic services, using mean, frequency and ranking as the statistical tools.
Thirty five (35%) percent of the barangay electorates including the barangay officials were the respondents of the study which totaled to 238 respondents using purposive sampling.
The study’s result and findings showed that services along Health, Social and Economic were all implemented. This implies that the Barangay officials understand and support the needs of their constituents.
Protective and Environmental Services were partially implemented, is due to insufficient budgetary resources which was the number one constraint in the delivery of basic services followed by Limited Funds for the Programs.
Genuine efforts must be made to strengthen linkages with professional groups, NGO’s PO’s or civil society and the private or business sectors. Barangay Caribquib should pinpoint population group that needs special attention to inspire volunteers to assist in its programs.

VIRTUAL REALITY GOGGLE IN TEACHING TECHNOLOGY AND LIVELIHOOD EDUCATION (TLE)

ABSTRACT

The purpose of this study was to determine the effectiveness of Virtual Reality Goggle in the performance of Junior High School students in TLE in San Nicolas National High School. This study focused on the use of the said gadget in classroom discussions that helped explain the concepts in TLE, specifically in Damili Making (Pottery).
This research made use of the descriptive-experimental research design using pretest – post- test with no control group method. The study was conducted in San Nicolas National High School, San Nicolas, Ilocos Norte for the school year 2018 – 2019.
The use of the Virtual Reality Goggle in the teaching- learning process in Junior High School is effective in increasing the level of performance of the learners in the production of the damili medal, in terms of the quality, workmanship, speed and work habit in accomplishing the task given to them in their TLE subject.

ICT RESOURCE LEARNING MATERIAL IN MATHEMATICS

Abstract

The use of ICT in remote areas is limited due to the absence of internet connection. This study aimed to introduce an ICT resource learning material for mathematics to improve the academic performance of the students of Dumalneg, Ilocos Norte. The research was intended to determine the status of using ICT materials in teaching mathematics; the level of integration; the problems encountered by the teachers; and the software as an ICT material in the teaching of mathematics that can be used anytime and anywhere even without internet. The research used descriptive-survey method conducted to the teachers of Dumalneg National High School for School Year 2017-2018.
The findings revealed that the teachers used only Microsoft Office which does not require internet and are not familiar with other ICT teaching tools, thus, they use the technology as a direct tool substitute with no functional change. To address lack of facilities and limited application of ICT tools, the GOM player was introduce to be used in the teaching of mathematics. It is a media player for Windows, developed by the GOM & Company of South Korea. Its main features include the ability to play some broken media files and find missing codes using a codec finder service. The software can play all the most popular video formats by default which are already downloaded from the internet with or without the presence of the internet.

STRATEGIC INTERVENTION MATERIALS IN MATHEMATICS

ABSTRACT

This study aimed to analyze the performance of the Grade 7 students in Mathematics of Pinili National High School, Sacritan Integrated School and Currimao National High School.
The researcher made use of a questionnaire on the student – related factors, school – related factors and teacher – related factors and a teacher – made achievement test in Mathematics 7. Data was treated using frequency count and percentage, mean, item analysis and correlation.
On the student – related factors, the study revealed that the family size inversely affect the performance of the students in Mathematics while parents’ socio – economic condition directly affects the students’ performance. The students were found to be exposed to technology and have a good study habits.
Likewise, the school – related factors, the adequacy of instructional materials has a descriptive rating of fairly adequate. The class sizes are big which affect the performance of the students in a way that the teachers could not maximize their time to cater the needs of every learner.
In teacher – related factors, it was found that the teachers of Mathematics are excellent in their skills and effectiveness in teaching.
Moreover, the achievement test result revealed that the lowest among the content areas in Mathematics 7 is on Number and Number Sense with a descriptive rating of satisfactory. Strategic Intervention Materials in Mathematics 7 were made.

ACHIEVEMENT MOTIVATION, WORK ATTITUDES AND PERFORMANCE OF MASTER TEACHERS: BASES FOR THE DEVELOPMENT OF A CAPABILITY ENHANCEMENT PROGRAM

ABSTRACT

The study developed and validated a Capability Enhancement Program for Master Teachers based on their achievement motivation, work attitudes and performance utilizing the research and development (often called research based development) methodology.
Four sets of instruments namely: 1) the Achievement Motivation Questionnaire (AMQ) that determined the level of achievement motivation of the master teachers; 2) Work Attitudes Survey Questionnaire (WASQ); 3) Performance Appraisal System for Teachers (PAST), and 4) Content Validation Rating Scale were used to gather data which were analyzed with frequency counts and mean.
The public elementary school master teachers who are middle-aged, predominantly female, married, bachelors’ degree holder and relatively young in their present position as master teachers agreed that they have high level of achievement motivation; favorable cognitive attitudes, favorable affective work values and wholesome behavioral work attitudes.
The public elementary school master teachers got the highest rating in their performance evaluation in terms of the pupils’ academic achievement and their lowest rating in terms of the provision of technical assistance to other teachers of the teaching staff. They have low level of performance in the following plus factors included in the criteria: conduct of action research; design evaluation and monitoring program; publish articles for professional journals during in-service training programs; and serve as lecturer or consultant.
Based on the results, intervention strategies were formulated and a Capability Enhancement Program (CEP) was prepared, validated and proposed to further strengthen the knowledge and skills of the master teachers.

KNOWLEDGE, ATTITUDE AND PRACTICES OF AERODROME FIREFIGHTERS

ABSTRACT

This study was undertaken to determine the Knowledge, Attitude and Practices of Aerodrome Firefighters of Laoag International Airport.
A descriptive research design was used with twenty three firefighter respondent wherein their knowledge on personal protective equipment and forcible entry tools, as well as their attitude towards emergency situations were determined through the use of a questionnaire. Their practices on donning personal protective equipment were determined through a timed donning drill using a standardized testing instrument.
The study revealed the following: The age of the firefighters were widely distributed where majority belong to the mid-adult age range, all of them are males with many years of service, majority are college graduate and have attended several trainings. As to knowledge on personal protective equipment, not one among the firefighter respondents received a perfect score. In terms of their knowledge on forcible entry tools, only four got a perfect score. All are men and those who have been in the service for a longer period of time refuse to attend trainings. As to their practices in personal protective equipment donning, only four completed the task in less than one minute – the time required to pass the test.
Subsequently, a training module was designed for firefighters which was validated by a panel of experts in the field and found the module to be relevant and very satisfactory.

CMO #62, SERIES 2017-BASED READINESS OF THE BACHELOR OF SCIENCE IN HOTEL AND RESTAURANT MANAGEMENT PROGRAM

ABSTRACT

This study determined the readiness of the BS Hotel and Restaurant Management program of Northwestern University in its compliance with the provisions of CMO #62, Series 2017 to identify needs as a basis in proposing development resource-strategies.
Results of documented data from key informants were used to identify the compliance and resource-needs of the program.
The findings revealed that the BS HRM Program is compliant to all the requirements for Administration and partly compliant along Faculty, Library, Laboratory and Physical Facilities. The faculty members need to have more industry experience, conduct researches and have master’s degree. The library needs additional staff, increase their library collection, and update subscription in local and international journals and magazines. Equipment and materials for Food Production has the most number of deficiencies such that a system should be developed to monitor regularly the resource-needs to be fully compliant to the requirements of the program.

PRACTICES, ATTITUDES AND PROBLEMS OF SECONDARY SCHOOL TEACHERS IN THE IMPLEMENTATION OF K TO 12 CURRICULUM

ABSTRACT

This study determined and analyzed the assessment of the practices, attitudes and problems of secondary school teachers in the implementation of K to 12 curriculum of public secondary schools in the division of Ilocos Norte during the school year 2017 – 2018. Specifically, it describes the profile of respondents, their best practices, attitudes and problems in the implementation of K to 12 curriculum which were the basis in designing the proposed development framework.
The descriptive research method design was used in this study with the questionnaire as primary gathering tool. The sample consisted of one hundred twenty (120) senior high school teachers. Data were analyzed using frequency counts, percentage distribution and weighted mean.
Results revealed that senior high school teachers in the division of Ilocos Norte were in the middle adulthood age, mostly females, are college graduate, and young and new in the service. The best practices of teachers in the implementation of K to 12 curriculum are on curriculum enhancement, teacher preparation/readiness.
Moreover, the attitude of teachers towards the implementation of K to 12 curriculum, has an overall assessment of often while the problems met by teachers were on learning resources. As can be gleaned from the results, there is a need to design a developmental framework for senior high school teachers to enhance the implementation of the K to 12 curriculum.

ACHIEVEMENT LEVEL OF KINDERGARTEN LEARNERS

ABSTRACT

This study determined the achievement level of kindergarten learners of selected public elementary schools in San Nicolas District of Division of Ilocos Norte during the school year 2017 – 2018. Specifically, it analyzed the achievement level of kindergarten learners along the different domains such as gross motor, fine motor, self-help, receptive language, expressive language, cognitive and social-emotional domains/character and values development using the Early Childhood Care and Development (ECCD) Checklist.
The descriptive research method and documentary analysis of the results of the initial and final assessment administered by the kindergarten teachers to one hundred fifty kindergarten learners were analyzed using frequency count.
Results revealed that most kindergarten learners in the selected public elementary schools in San Nicolas District, Division of Ilocos Norte achieved average development. However, some learners achieved significant delay and slight delay of development. Thus, there is a need to reinforce their average development level and provide remediation and monitoring to those who obtained slight and significant delays of development.
Based on the findings, the researcher developed an enhancement program to address the learners’ need of improving their achievement level along the different domains of development.

INDIGENOUS GAMES FOR TEACHING PHYSICAL FITNESS IN THE JUNIOR HIGH SCHOOLS

ABSTRACT

This study aimed at the documentation and validation of indigenous games for teaching physical fitness skills based on the prescribed physical education curriculum in the Junior High Schools.
Specifically, it determined the: 1) indigenous games that can be used to develop physical fitness skills, 2) physical fitness skills that are developed in the indigenous games, 3) teaching material that can be developed in teaching indigenous games and 4) validity of the teaching material in terms of: objectives, content, activities, resources needed, assessment procedures, and instructional characteristics.
The study used the research and development methodology which involved the following stages in R and D cycle: planning stage, development stage, and validation stage.
All MAPEH teachers in the DepEd schools division of Ilocos Norte, education program supervisor in MAPEH, head teacher in MAPEH and sports coordinator as well as MAPEH teacher of MMSU-CTE served as respondents of this research. The researcher used a survey questionnaire to determine the profile of the respondents, checklist to determine the physical fitness skills developed in each of the indigenous games and content validation rating scale. An interview guide was also used to gather basic information about the history of the games in the locality. Frequency count and means were used in quantifying the panel of experts’ evaluation of the objectives, content, activities, resources needed, assessment procedures and instructional characteristics of each game.

ASSESSMENT OF THE SPORTS PROGRAM IN PHYSICAL EDUCATION OF SECONDARY SCHOOLS IN LAOAG CITY

ABSTRACT

This study dealt on the assessment of the sports program in physical education of public secondary schools in the division of Laoag City during the school year 2017 – 2018. The profile of respondents was described in terms of age, sex, civil status, educational attainment, and teaching experience. Furthermore, it looked into the extent of implementation of the sports program as perceived by the sports officers and MAPEH teachers; the problems met in the implementation of the sports program in terms of objectives, faculty, content, instruction and facilities, equipments and other resources. A training design in sports program for physical education faculty for the enhancement of the sports program is proposed.
The descriptive research method design was used with the questionnaire as primary gathering tool. All of the school sports officers and MAPEH teachers were taken as respondents to have a whole picture of the situation arising in the public secondary schools in Laoag City.
Data were analyzed using frequency counts, percentage distribution and means.
Results revealed that sports officers and MAPEH teachers were in the middle adulthood age, mostly males, most of them having earned M.A. units, and are young and new in the service.
The sports program along the five criteria on objectives; faculty; content; instructional methodology; and facilities, equipment and other resources was sometimes implemented. The problems along four criteria on faculty; content; instruction; facilities, equipment and other resources were seldom experienced.
Since there are still aspects that can be improved, a training for physical education teachers is designed to enhance the implementation of the school sports program.

CRITICAL THINKING SKILLS OF STUDENTS AND TEACHING STRATEGIES OF MATHEMATICS TEACHERS

ABSTRACT

This study aimed to assess the critical thinking skills and selected Mathematics teaching strategies of the three public Junior High Schools of Paoay, Ilocos Norte: Paoay National High School, Paoay Lake National High School and Malaguip Integrated School.
The research made use of the descriptive method in conducting this study. A survey on the critical thinking skills of the Grade 7 and 8 students and teaching strategies Mathematics teachers of Paoay was conducted. Data was as obtained by using a questionnaire and an unstructured interview.
Results revealed that creating is the most dominant critical thinking skill among the respondents. Likewise, public Junior High School learners have a very good critical thinking skills in remembering, understanding, applying, analyzing and evaluating.
On the other hand, the most commonly employed teaching strategy by the teacher is lecture method. In addition, teachers also employed discussion method, active learning method, clicker use in classroom method, experiential method, cooperative/collaborative, experiential method, games/experiment/simulation method and problem-based learning method in developing critical thinking skills among its learners.
The problem solving method integrated with other teaching strategies was the best method to develop critical thinking skills of the students.
Based from the assessed critical thinking skills of the students and the teaching strategies of the Mathematics teachers, lesson exemplars were made for Mathematics 7 and Mathematics 8.

Workplace Competencies of Public Secondary Schools’ Non-Teaching
Staff: Basis for an Enhancement Plan

ABSTRACT

This study determined the level of workplace competencies of public secondary schools non-teaching staff in the Schools Division of Ilocos Norte.
The descriptive-correlation research design was followed adapting the research instrument of Rainsburry et al (2002). Eighty six non-teaching staff in the Schools Division of Ilocos Norte were the respondents of this study.
Frequency count, percentage, weighted mean and Pearson r were used to analyze and interpret the data gathered.
Findings shows that the predominantly female non-teaching staffs of the public secondary schools in Ilocos Norte are middle adults, mostly married, commonly occupying Administrative Assistant position, college graduate with masteral units, had been in the government service for six to 10 years, almost all are permanent and had not attended trainings.
The respondents indicated that they perceive all the hard skills and soft skills as very much important and that they possess the hard skills and soft skills to a great extent. Analytical thinking was perceived as the most important hard skills while for soft skills were the ability and willingness to learn.
There was no significant relationship noted between the profile of the respondents and the perceived importance of the hard skills.
As to the extent of possession of the workplace competencies, the respondents indicated that they possess to a great extent all the seven hard skills wherein the greatest extent of possession was noted along written communication skill.
Along soft skills, all of the 16 skills are possessed by the respondents to a great extent however, the customer service orientation was rated the highest.
The educational attainment is directly related to their perceived importance of directiveness. The higher the educational attainment the higher is their perceived level of importance of this soft skill.
The position title is negatively correlated to their perceived level of importance of the soft skill self-control indicating that occupying lower positions have greater self-control than those occupying the higher positions.
Computer literacy is negatively correlated to age and length of service implying that the younger the respondent and the shorter the length of their services, the higher is their extent of possession of the computer skill.
The respondents’ sex, civil status, position title, educational attainment, employment status, and trainings and seminars attended do not influence their extent of possession of the hard skills.
There was no significant relationship obtained pertaining to the correlation of the profile of the respondents and their extent of possession of the soft skills.

Awareness and Satisfaction of the Municipal Government Employees on the Products and Services of the Government Service Insurance System

ABSTRACT

This study determined the level of awareness and satisfaction of employees in the different municipal governments of Ilocos Norte on the products and services of the Government Service Insurance System
(GSIS) as basis of proposing measures to improve their awareness and satisfaction on the agency’s products and services. The descriptive research design using a survey questionnaire was used to gather data from the 394 employees from the 14 municipal governments which were analysed and interpreted using frequency count, percentage and weighted mean.
Based on the findings, the predominantly female permanent employees with a mean age of 44 years old, most of them college graduates, receiving ₱ 10,001.00 to more than ₱ 50,000.00 have been in government service for an average of more than a decade.
Data show that the employees are moderately aware of the products of GSIS which are the Emergency Loan, Enhanced Consolidated Loan, Policy Loan and Non-Life Insurance and on the services/ benefits delivered by the GSIS such as the life insurance benefits, retirement benefits, employees’ compensation and survivorship benefit.
The employees’ level of awareness on the products of GSIS is significantly related to their salary and length of service. Their level of awareness on the benefits and services of GSIS is significantly related to their educational attainment and employment status.
The employees are moderately satisfied on the delivery of service of the GSIS on all its products and services.
Factors significantly related to the employees’ satisfaction on the delivery of service of GSIS to its members are educational attainment, employees’ salary and employment status.
As regards to their level of satisfaction on the retirement benefits factors found to be related to this are sex, educational attainment and employment status.
Employees’ level of awareness was also found out to be related to their level of satisfaction on the delivery of the products and services/benefits provided by GSIS to members.

INTEGRATION OF FAMILY-PEER INTERVENTIONS TO DEVELOP PUPIL’S SCIENCE-ORIENTED COMPETENCIES AND VALUES1

Abstract

This study surveyed the interventions coming from family members and peers of 120 quota-sampled intermediate pupils from two public (Hilario Valdez Elementary School and Baay Elementary School) and two private (Immaculate Conception Academy and Graceland Saviour’s Institution, Inc.) schools in the City of Batac, Ilocos Norte. Like-wise, it identified the practices of eight intermediate teachers in integrating the intervention outputs in their science classes during the first grading period in School Year 2012-2013. It also determined the teacher-respondents’ assessment of the strengths and limitations of their intervention-integration practices, which prompted them to identify their needs in enhancing their intervention-integration practices.
Interview sessions were done with each of the four groups of respondents using separate sets of interview guide. All sessions were documented and transcribed before processing them. The tabulated data were analyzed descriptively and interpreted narratively.
Most of the pupil-respondents from both grade levels received interventions from their family members, specifically from their mothers, on their science lessons. Nevertheless, there were more Grade VI pupils who had interventions from their peers than their Grade V counterparts.
All knowledge learned by the pupils had their corresponding skills and values, collectively referred to a set of intervention outputs. Such knowledge reflected the contents of the intermediate science lessons. The skills emphasized on the application of study techniques leading to mastery. Meanwhile, the values acquired underpinned the pupils’ personal and relational development. The younger group of pupil-respondents learned five sets of intervention outputs from their family members and three sets from their peers. The older group, on the other hand, acquired four sets of intervention outputs from their family members and two sets from their peers.
The intervention outputs of Grade V pupil-respondents were predominantly integrated by their teachers in the engagement and exploratory phases. In contrast, those intervention outputs both sources of the Grade VI pupil-respondents were primarily integrated by their teachers in the explanatory phase. In both groups, however, intervention outputs were least integrated in the evaluation phase.
The strengths of the teachers’ practices, which confirmed their reasons for integrating intervention outputs, imply their openness and accommodating response to the contributions of family members and peers in concretizing the dynamics of learning scientific phenomena. However, due to the volume and variety of intervention outputs brought by intermediate pupils into the science classroom, their teachers struggled in balancing their available time and in maximizing the interventions’ potentials. That dilemma prompted them to verbalize their interests and needs in learning competencies that will enable them to manage their intervention-integration practices more effectively and efficiently in the future. Those served as anchor in proposing for an in-service training on intervention-integration management.

POST-PARTUM RELATED COMPLICATIONS TOWARDS THE
DEVELOPMENT OF A BASIC PREVENTIVE GUIDE1

Abstract

The study sought to find out the post-partum related complications occurring among women within the 2-3 day period following parturition. More specifically, it described the profile of the respondents as to age, number of children, mode of last delivery, status of prenatal care and the profile of the infant as to infant’s weight upon delivery. It further determined the degree of severity of the complications as perceived by the respondents.

The research is purely descriptive. Two hundred fifty-one mothers who were admitted at the Obstetric ward of Gov. Roque B. Ablan Sr. Memorial Hospital (GRBASMH) and who have experienced complications associated with childbirth occurring 2-3 days after parturition were taken as respondents. The study was conducted from the period of August to October 2013.

A questionnaire was used as the main data gathering tool and an informal interview was also made to supplement data gathered from the questionnaire.

The data on the profile and extent of post-partum illnesses of the respondents were treated using frequency count and percentage distribution.

The study revealed that majority of the mothers ranges from 19-35 years old, with 1-2 children. The mode of last delivery was normal spontaneous, that underwent 6-8 hours of labor. All received prenatal check-up and most of their babies weigh 3-3.4 kgs. Urinary incontinence was regarded as the most common post-partum related complications experienced by the mothers followed by constipation, tiredness/exhaustion, backache, pain from CS wound, pain from tear, pain from episiotomy and pain from inflamed perineum and depression.

ADHERENCE TO THE ETHICAL STANDARDS AND CODE OF CONDUCT OF NORTHWESTERN UNIVERSITY SECURITY GUARDS1

Abstract

This study assessed the adherence of the security guards to the ethical standards and code of conduct during the first semester School Year 2012-2013.

The Research and Development (R&D) method was used in this study involving 23 security guards. Data were gathered through a questionnaire supplemented with interview and document analysis.

Results of the study showed that most of the respondents are male, young and married. All are qualified in terms of educational attainment, however, the majority of the security guards are quite new in the security work. The study found out that the majority receives monthly income below Php 6,000.00. Not all of them are covered with mandatory benefits and equipped with trainings.

It was further found out that the respondents oftentimes adhered to ethical standards for security guards. However, there is a need to strengthen their adherence to attain quality service as regards to honesty, secrecy discipline, decorum, handling and prevention of criminal elements, performance of duties, allegiance and familiarization of rules and regulations courtesy.

Result also revealed that the respondents oftentimes adhere to their code of conduct. On the other hand, the security guards have potentials for improvement on the use of license and privilege, unnecessary conversations, knowing the location of the alarm and sounding the alarm , operating the fire extinguishers, knowing emergency numbers, immediately notifying the police, participating and integrating violations of the law and reading newspapers, books and magazines. The continued obedience to the code of conduct needs focus to ensure that the security guards respond to costumers’ satisfaction which is the primary goal of Northwestern University being ISO certified.

Based on the findings and conclusions, a security management primer was developed to instill deeper sense of moral responsibility to the security guards and to improve their job performance.

PRIMERS ON EDUCATIONAL LEGISLATIONS FOR LOCAL GOVERNMENT OFFICIALS, SCHOOL ADMINISTRATORS, PARENTS, AND TEACHERS1

Abstract

The study focused on the development and validation of primers on educational legislations for local government officials, school administrators, parents, and teachers. Specifically, the study was conducted to determine the local government officials, school administrators, parents and teachers’ level of knowledge on the educational legislations and their perceptions on the level of importance of the laws to be disseminated; identify the primers to be developed to improve the respondents’ performance, determine the content validity of the primers in terms of its objectives, content, activities, evaluation measures and instructional characteristics.

The study used the research and development or (Rand D) methodology. The major steps in the R & D cycle followed by the researcher in developing the primers are the following: planning stage, development stage and validation stage.

In determining the topics to be developed, a preliminary research was conducted with the various local government officials, school administrators, parents and teachers as respondents from the different zones and municipal districts of Ilocos Norte and Laoag City. The study employed means and frequency counts in the statistical treatment of data. Weighted composite and overall means were used to describe the results of the survey and validation of the primer.

The study revealed that the Sangguniang Bayan members, school administrators, teachers, and parents have limited knowledge of laws governing education, hence, the necessity of preparing materials in modular format for knowledge acquisition and understanding.

The primers can be an effective delivery tool for improving the knowledge and understanding of the educational laws of the officials of the Local Government Units particularly the chairmen of the committee on education and laws, school administrators, Parent-Teachers Association Officers and members and teachers. It can also be an alternative delivery mode for improving the competency level of pre-service and in-service teachers.

RESEARCH-BASED EDUCATIONAL MATERIAL FOR THE PRACTICE OF
BARANGAY HEALTH WORKERS AS DOULA1

Abstract

The study is designed to determine the beneficial effects of BHW as labor doula in childbirth which served as a basis in the development of a researched-based educational material.

The research undertaking used the research and development method. The participants were chosen through purposive sampling. Respondents were the mothers who planned and capable to deliver at the Basic Emergency Obstetric and Newborn Care (BEmONC) Facility of Pagudpud, Ilocos Norte from November 1, 2013, to January 31, 2014. The Barangay Health Workers were selected based on the mother-respondents under their catchment areas and the health care providers were the Rural Health Midwives who handled the deliveries.

Based on the data gathered, the following were the findings of the study: (1) majority of the mother-respondents belong to age group of 20-34, married and plain housewives;

  • all of them have a monthly family income below Php 5000.00; (3) mother-respondents are commonly multigravida and multipara.

Most of the BHWs are aged 30-59, married and with 16-20 years of service as BHW. They are knowledgeable when it comes to physical assistance, physical comfort and socio-emotional support while most of them are highly knowledgeable in verbal support. It was also found that most of them often provide physical assistance, physical comfort, socio-emotional supportive measures and verbal supportive measures.

The Rural Health Midwives perceived that the mother-respondents are benefit-ted with physical assistance, physical comfort, socio-emotional supportive measures and verbal supportive measures rendered by BHW doula. On the other hand, the mother-respondents expressed that they are also benefitted with physical assistance, physical comfort, socio-emotional supportive measures and verbal supportive measures rendered by BHW doula.

Several problems encountered by BHW doula were also elicited. Among of these include tiredness with two consecutive deliveries attended, inability to stay awake at night because of old age, no incentives received, and fear of blood

INSTRUCTIONAL COMPETENCIES OF SECONDARY CHEMISTRY TEACHERS AND STUDENTS’ ACHIEVEMENT IN ILOCOS NORTE1

Abstract

This study was conducted to determine the instructional competencies of teachers and achievement of students in Chemistry of the different public secondary schools in Ilocos Norte.

The descriptive-correlational research design was used in this study. It was undertaken in all public secondary schools in the division of Ilocos Norte. Chemistry teachers and their students were utilized as respondents of the study.

A questionnaire after its validation was used to determine the demographic profile and instructional competencies of Chemistry teachers. The questionnaire was based on previous readings, 21st-century core skills, and Competency-Based Performance Appraisal System for Teachers (CB-PAST). The data needed for the evaluation of the students’ achievement were also requested.

The statistical treatments used were frequency counts and average weighted mean interpreted against the arbitrary values in a 5-point Likert Scale to determine the level of achievement. In addition to that, correlation was used to determine the significant relationship among the variables. Regression analysis was also done to identify the variables needed to create an instructional model which would serve as a predictor for students’ achievement.

Based on the findings, the following conclusions were drawn:

The respondents can communicate effectively. However, the assessment of learning outcome of Chemistry teachers needs to be improved and enhanced. In addition to this, Chemistry teachers in the division of Ilocos Norte have limited skills in using computer-aided instructional materials and in using contemporary modes of disseminating information. Moreover, Chemistry teachers are not deeply involved in research and research-related activities.

Good predictors of students’ achievement in Chemistry are rank/position and seminars attended related to Chemistry. Other predictors are degree, content-area knowledge, sex, and educational attainment.

GRADUATE TRACER STUDY OF THE COLLEGE OF MARITIME EDUCATION FOR THE SY 2004-2005 TO 2007-20081

Abstract

It is envisioned by the Commission on Higher Education (CHED) to perform institutional analysis of the factors determining employability, the competencies and skills that should be developed, the hiring rates of graduates of various programs and identification of the most responsive or in demand courses based on job waiting time of graduates, thus this study was conducted. Specifically, it aimed to find out the (a) demographic profile particularly on civil status, sex, educational background, training and advanced study after a college degree; (b) their employment background; (c) the length of job searching; and the(d) useful competencies and skills.

Respondents were BS in Marine Transportation and BS in Marine Engineering graduates for SY 2004-2008. In describing the overall profile of the respondents, the main tool used was the Graduate Tracer Project of Selected HEIs in Region 1 and CAR (2005-2008) survey instrument although revisions were made to suit the study.

The results showed that respondents are young and stable. Those who took licensure exams passed. They are with adequate competencies and skills which helped them get employed upon graduation. Graduates of these programs value monetary rewards as well as the values of commitment to excellence in choosing their jobs. And, three competencies were deemed very useful for the respondents in their present job which are communication skills, human relation skills, and critical thinking skills.

SOLID WASTE MANAGEMENT PROGRAM TOWARDS A SUSTAINABLE AND
ECO-FRIENDLY NORTHWESTERN UNIVERSITY1

Abstract

This study aimed to develop a Waste Management Program towards a sustainable and eco-friendly NWU. Specifically, it sought to determine the characteristic of waste generated by NWU, its existing waste disposal system being practiced at the different sources of waste, the waste facilities and their capacities found at the different sources of waste of NWU, and the problems encountered in the disposal of wastes as bases in designing a Solid Waste Management Program towards a sustainable and eco-friendly NWU.

The Research and Development (R & D) method was used in this study. It was used to describe the four phases of program development, namely, planning, development, validation, and dissemination and utilization of results. For the respondents of this study, the practices and problems relative to the issues and concerns of waste management included heads and representatives of offices, both academic and non-academic and the janitorial services. Representatives from the Supreme Student Council and college organizations were also taken as respondents. The study was conducted at the 9-hectare lot of Northwestern University campus located in two barangays, Nalbo and Bengcag. It is a non-sectarian private university with an average population of 5000 students per year. The campus has seven (7) buildings exclusive of medical/dental clinics, laboratories, swimming pool and motor pools among others. Checklist for the type and volume of waste was prepared and a questionnaire to determine the practices, as well as the problem of waste disposal, was constructed based on literature and studies.

The study revealed that the average waste material collected is 1, 083.50 kg: 75.05 or approximately 909.1 kg of waste generated by NWU is biodegradable, 22.07% or 267.3 kg is recyclable, 2.62% or 31.7 kg is residual, and 0.27% or 3.3 kg is a special waste.

Another finding is that the Waste Disposal Systems as provided for QSM – Environmental Policies on 6.4.3 Environmental Protection is not strictly implemented. As to the problems, data showed that poor cooperation of the academic community is a factor that contributes to the problem of disposal of wastes of NWU.

The following conclusions were derived from the findings of the study: the waste characteristics generated at NWU is biodegradable and recyclable, thus, the potential for development and/or enhancement of technology for the reduction of waste exists. Classrooms and offices are equipped with waste cans/garbage facilities/receptacles with varied capacities and types, however, there are only few found on the grounds of the campus; the problems identified are on attitude of the members of the NWU community and the lack of policy on waste management; and the Solid Waste Management Program should start with a vision and the policies should be approved for its implementation.

TESTIMONIES AMONG THE ELDERLY AT BALAY TARIPATO
IN CABUGAO, ILOCOS SUR1

Abstract

This study established an in-depth understanding of the experiences among elderly at Balay Taripato, Cabugao, Ilocos Sur. Specifically, it determined the socio-demographic profile of the elderly in terms of age, family structure, educational background, religious affiliation and reasons for placement. It further determined the testimonies of an elderly on preventive geriatrics as to exercise, immunization, health maintenance and nutrition and a proposed health program was developed.

This study employed the phenomenological approach. A total enumeration was made and an interview guide was used to gather data from the participants.

The study revealed that majority of the participants belong to the age bracket of 71- 80 and 81 years old and above, elementary graduate, a Roman Catholic, are living in a nuclear type of family and have been abandoned.

As to testimonies, the study showed that most of the participants have not received any immunization since they entered at Balay Taripato, passive exercises such as raising of hands and stretching or extending lower extremities were only practiced, health maintenance/screenings have never performed and food served depends on the recipes provided by the healthcare provider.

Based on the findings and conclusions, a health program was developed to intensify the quality of care that should assist them well in facing the challenges of life as it nears death.

GRADUATE TRACER STUDY OF THE COLLEGE OF CRIMINAL JUSTICE EDUCATION FOR THE S.Y. 2004-2005 TO S.Y. 2007-20081

Abstract

It is a tall order for higher institutions to prepare their graduates in facing the challenges of the international market. It is along this line that this study takes its stand on some theories that strongly support this conviction.

Majority of the respondents are single and dominated by males, graduate of 2007-2008, were able to pass the Criminology Board Exam and underwent training in Public Safety and Basic Recruit Course.

Majority of the graduates are presently employed and most of them are in the Philippine National Police. The respondents are working in the Philippines and are occupying Rank and File (clerical) position in their present job. The respondents are receiving salaries from Php 15, 000.00 to less than Php 20, 000.00 and are employed in the Philippine National Police and BJMP. Ranked as number one (1) reason of graduates for accepting their first job is salaries and benefits and 62.80% of the graduates considered the course related to their employment and 43.49% of the graduates waited for less than a month for their first job. Public Administration and Defense as well as Compulsory Social Security are where the majority of the graduates are presently employed.

Majority of the graduates confirmed that human relation skill is the most useful in their jobs. Respondents suggested improvement on curriculum instructional materials, facilities, and faculty and student attitudes and competencies.
